We are setting up a Dell workstation computer as a group server at work. Our previous lease was on a Windows 7 compute and we were able to have multiple people logged in simultaneously to the same computer. The error that comes up when we log into the computer is below:

I went through the entire IT system at my large company and was unable to get a satisfactory answer. It is not clear to me whether or not this is a Windows issue or a Cisco Anyconnect issue. We have come across many links and have done the changes suggested in this one:

However, the same issue is still there. Is Windows Enterprise not sufficient. Do we need Windows Server 2016 in order to perform this? In order for me to put in a requisition for this I would need definitive proof that this is needed in order for us to be able to use multiple concurrent remote desktop sessions.
